Extremely rude receptionist, could do with learning some manners to the general public

The immigration advisor called me once and promised to send me the guidelines, but never did. I called again to follow up, and was told I could only wait. This experience left me feeling very hopeless. I don’t understand why such service is offered if it only wastes people’s time. Very disappointing.
